Muonio Production Incentive

The Muonio Production Incentive is a reimbursement of up to 10% of the costs incurred in the Municipality of Muonio for audiovisual productions.
The goal of the production incentive is to generate income for the local economy, create employment for local residents, develop the municipality's audiovisual infrastructure and expertise, and increase the year-round visibility of the municipality.
The Muonio Production Incentive supports the strategic objective of diversifying local industries and promoting year-round economic activity.

The granting process of the incentive is discretionary and it is awarded as a subsidy within the limits of the annual budget.

The incentive is applied for via an electronic service form (in finnnish). The production incentive is a three-year pilot project for the years 2025–2027. Applications are accepted on a rolling basis and grants are awarded in the order applications are received, subject to available funding.

The support program of the Municipality of Muonio must be regarded as state aid in accordance with Article 107(1) of the Treaty on the Functioning of the European Union. The aid is granted as a support scheme promoting audiovisual works under Article 54 of Commission Regulation (EU) No. 651/2014 (General Block Exemption Regulation). The audiovisual production incentive is granted in the form of a grant.

The Municipality of Muonio ensures that there is no outstanding recovery order against the aid recipient based on a previous decision by the Commission in which the aid has been declared unlawful or incompatible with the internal market, and that the aid recipient is not an undertaking in difficulty as defined in the General Block Exemption Regulation. The support program also complies with the other common provisions set out in Chapter I of the General Block Exemption Regulation.

A post-notification of the support program will be submitted to the Commission electronically via the Ministry of Economic Affairs and Employment, in accordance with Annex II of the General Block Exemption Regulation.
